Negative search. “PPBE” appears nowhere in the FY2026 NDAA or the FY2026 Department of Defense Appropriations Act; “Commission on Planning” appears in neither; the Federal Register full-text search for “Commission on Planning, Programming, Budgeting, and Execution Reform” returns nothing since 2025-01-20. The four occurrences of “planning, programming, budgeting, and execution” in the NDAA are about the Cyber Mission Force (sec. 1501), IT technical debt (sec. 1503) and munitions production levels (sec. 361) — none of them acts on the Commission.

Sec. 1521 (Software planning, programming, budgeting, and execution reform) adds 10 U.S.C. 2221 and requires it to stay consistent “with Recommendation 11A of the final report (dated March 2024) of the Commission on Planning, Programming, Budgeting, and Execution Reform”. This is Congress legislating one of the Commission’s recommendations. The Quote asks the President to examine the recommendations and develop an implementation strategy, and this is not that.
