Adopt a national broadband coordinating strategy
Printed page 856 28. Federal Communications Commission
“A new Administration needs to bring fresh oversight to this spending and put a national strategy in place to ensure that the federal government adopts a coordinated approach to its various broadband initiatives.”
What has happened
- Not started
No national broadband strategy has been adopted. The Mandate's own source for the ask is GAO-22-104611, which recommended that the Executive Office of the President develop one; GAO still carries that recommendation as open, records that in December 2024 the agency "continued to promote the importance of providing broadband access to all areas but did not address the development of a national strategy", and notes a follow-up request sent in January 2026 to which no update had been received. Searches recorded in the Chapter 28 cluster negative search.

Research notes
- The Evidence date is the January 2026 follow-up GAO records, which is the most recent dated fact on the recommendation’s status; the report itself is from May 2022 and is the document the Mandate cites at endnote 26.
gao.govanswers 403 to curl with a browser User-Agent and 200 to WebFetch. Worth knowing: the reverse of the usual pattern.- Searched: Federal Register full text since 2025-01-20 for
"national broadband strategy"(0 documents, all types) and"broadband permitting"(0); Corpus title grep over 617 whitehouse.gov presidential actions for “broadband” (0). NTIA’s sitemap has no 2025 or 2026 page whose URL contains “strategy”. - Not this ask, but the closest thing to coordination in the window: NTIA and BLM’s federal broadband permitting summit of 2026-01-29, and NTIA’s Spectrum.gov hub (2026-05-07). Both are single-subject, neither is a strategy.
