    William Briggs was sworn in as Deputy Administrator after Senate confirmation on 2025-07-09, bringing the small-business finance experience the Quote asks for directly: he had been Acting Associate Administrator of the SBA's Office of Capital Access in the first Trump administration, where he helped build and run the Paycheck Protection Program and COVID Economic Injury Disaster Loans, and is himself a small business owner with over two decades in the private sector. With the Administrator and the deputy in place — and, from 2025-08-05, Dr Casey Mulligan as the first Senate-confirmed Chief Counsel for Advocacy in more than eight years — the leadership the Quote describes is in office.

    The Senate confirmed Kelly Loeffler as Administrator, 52–46. Her experience is in finance and investment, which is one of the two qualifications the Quote names: the SBA's official biography records a 25-year career in financial services and technology, including as an executive at Intercontinental Exchange through its acquisition of the NYSE, the founding chief executive of the fintech Bakkt, an MBA and a CFA charter. `partial` at this point because the Quote reaches the Administrator "and his or her key staff", and the key posts were still vacant.

  • appoint ask, so the roster was checked first (plan §5): src/data/people.json carries no Current office matching this wording — the only SBA entry is Wesley Coopersmith as Chief of Staff. The Evidence here is new.
  • Boundary: partial is arguable for the whole item, because the Administrator’s own finance experience is in exchanges and fintech rather than in small-business lending, and neither she nor the deputy is an administrative lawyer. Held at done because the Quote’s test is disjunctive (“small-business finance and investment and/or administrative law”) and reaches the key staff as a group, which the Office of Capital Access record and the Chief Counsel appointment satisfy. Spot-check raised.
  • The Chief Counsel for Advocacy appointment is the same event recorded on #2037 (p. 751).
