    No Hyde Amendment compliance audit has been published. Executive Order 14182 set the policy and told OMB to issue implementing guidance, but ordered no audit, and no OMB memorandum implementing it appears in the whitehouse.gov memoranda index. HHS OIG published no Hyde-related audit or evaluation in the window, and neither a review of the previous administration's post-Dobbs executive actions nor a review of Medicaid managed care plans in pro-abortion states appears in the OIG report index. **The negative is now complete rather than blocked, and it covers both OIG corpora.** Re-run on 2026-09-03 with the working parameter (`?search=`, not `?keywords=`) and a verified control in each case: the published-reports index returns `Hyde` → **2 reports**, both pre-window and neither on point (A-04-18-01010, a 2020 PEPFAR oversight audit, and A-04-96-01147, a 1997 audit of a skilled nursing facility in *New Hyde Park*, New York — a place name); `abortion` → **1 report**, A-02-05-01009, a 2007 review of abortion-related laboratory claims under New York State Medicaid; `conscience` → **0**. OIG's active Work Plan returns `Hyde` → **0**, `abortion` → **0**, `conscience` → **0**, against a positive control of `Medicaid` → 94 projects and a nonsense control returning "No results found". So HHS-OIG has published no Hyde Amendment compliance audit, has no such project planned, has published no review of post-Dobbs executive actions and none of Medicaid managed care plans in states mandating abortion coverage. This negative is unusually strong: it covers both published output and OIG's own forward plan.

  • OIG’s report search works. An earlier finding recorded that oig.hhs.gov’s report search ignored its keyword filter. It was being asked the wrong way: the search does filter correctly on both the all-reports page (oig.hhs.gov/reports/all/) and the work-plan project browser (oig.hhs.gov/reports/work-plan/browse-work-plan-projects/). One route genuinely is unusable: the main work-plan page returns an identical page for every search term, including a nonsense control term, and OIG’s sitemap no longer exists.   • The OMB memoranda index at https://www.whitehouse.gov/omb/information-resources/guidance/memoranda/ (M-25-01 through M-26-17) was read on 2026-08-28: no memorandum implements Executive Order 14182 section 3.

    • “Hyde” appears in exactly one entry across the 183: ACF’s 0970-AD34, Unaccompanied Alien Children Program Foundational Rule; Updates to Accord with the Hyde Amendment (NPRM 08/2026), which would revise 45 CFR part 410 on the facilitation and funding of abortions for unaccompanied children. That is one program being brought into line — it is #1327’s Evidence — and not the departmental compliance audit this Quote asks for. Nothing in the agenda is a Hyde compliance review.
