Neither three-parent embryo creation nor human cloning research was banned in the window. What Congress did was re-enact two long-standing annual appropriations riders: section 734 of Public Law 119-37 (2025-11-12) again bars FDA from acknowledging any investigational-use submission "in which a human embryo is intentionally created or modified to include a heritable genetic modification", a rider first enacted for FY2016, and section 508 of Public Law 119-75 (2026-02-03) again bars federal funds for creating or destroying human embryos, with "cloning" inside its definition, the Dickey-Wicker amendment first enacted in 1996. Both are funding limits carried forward, not the ban the Quote asks for, and neither reaches privately funded research.
