    HUD reopened the Section 214 rulemaking the Mandate asks it to recommence. The proposed rule of 2026-02-20 would require verification of U.S. citizenship or eligible immigration status for every applicant and recipient in HUD's public and specified assisted housing programs regardless of age, and would make prorated assistance to mixed-status families a temporary condition pending verification instead of an indefinite arrangement -- expressly to align HUD's regulations with “the current Administration's priorities”. It is `attempted`: comments closed 2026-04-21 and no final rule has issued, so nobody has been made ineligible. Note the ceiling on this ask even if finalized — Section 214 itself admits several categories of eligible noncitizens beyond lawful permanent residents, so a rule cannot on its own reach the Quote's “only U.S. citizens and lawful permanent residents”.
