Cap Office of Research and Development grants and require Administrator review

• Not partial: progress is measured on this ask, and an office being reorganized is not a cap on its awards nor a review requirement. #1165 carries the reorganization.

• Is the addressee abolished? Checked 2026-09-01: no. An ask addressed to a body that no longer exists is leveled differently, so we checked whether ORD still exists. It does. EPA’s organization chart page (last updated 2026-01-08) and the ORD About page (last updated 2025-10-20) both still carry ORD as a headquarters office with the Office of Resource Management, the Office of Science and Information Management, the Office of Science Advisor, Policy and Engagement, and the four centers CCTE, CEMM, CESER and CPHEA, with the Assistant Administrator and Deputy Assistant Administrator posts vacant. A body whose functions continue has not been abolished, so that rule does not reach the item. The earlier note’s claim that ORD “no longer exists as such” was corrected then; the Status is unaffected, because it never rested on the abolition.

• Unified Agenda, read 2026-09-01. We read EPA’s full Unified Agenda on reginfo.gov (214 entries across the active, long-term and completed stages), because the Federal Register prints only the entries that need a Regulatory Flexibility analysis, and the 2026-08-27 negative was taken from that abbreviated version. Nearest entry: RIN 2030-AB05, Revisions to Subtitle B of Title 2 on Federal Financial Assistance (EPA/Office of Mission Support, Proposed Rule Stage, first-time entry, 2 CFR parts 1500, 1532 and 1536, NPRM 07/2026): https://www.reginfo.gov/public/do/eAgendaViewRule?pubId=202510&RIN=2030-AB05. It is the only grants rulemaking on the whole agenda; it revises indirect cost policy and converts grants guidance to regulation, and it neither caps any office’s awards nor routes them through the Administrator. • Executive Order 14332 and EPA’s grant process (2026-09-29). Under the rule we settled on 2026-09-29 for Executive Order 14332, which names this item, the order alone is an attempted event dated 2025-08-07 wherever the ask’s object is leadership review of an agency’s awards. The Quote’s second limb, review of ORD’s awards by the Administrator’s office, is leadership review of this agency’s awards. Partial would need an EPA instrument implementing the order, and none was found. The one current EPA announcement read, the Office of Water’s EPA-OW-OWM-26-03 (posted 2026-08-19), says the action “advances the Administration’s priorities” but applies no priority test in its evaluation criteria and leaves final decisions to a Selection Official. One correction to the premise we started from: the FY2026 terms do carry a certification. T&C 53 reads “the recipient certifies that it does not operate any programs violating any applicable Federal anti-discrimination law or promoting any such violation”, which is the Executive Order 14173 wording. It is not review of awards, so it does not reach this Quote. No cap on the number or value of ORD awards exists anywhere.

• Event removed on review, 2026-09-29: the 2026-08-28 not started event. It postdated the 2025-08-07 attempted event, and because the Status is taken from the latest-dated event, the item rendered not started, as a fall from attempted that never happened. A later search that finds evidence an earlier one missed replaces the stale event rather than sitting after it. The removed event recorded no Administrator review on 2026-08-28, but EO 14332 (2025-08-07) had already ordered senior-appointee review of discretionary awards, which is the Quote’s second limb as a directive, so the item is attempted and a later negative search cannot sit above it as a fall. The negative on the first limb, the cap, still stands. Its reading is kept here verbatim: No cap and no Administrator review were established, and the office the Quote names is still standing. EPA shifted ORD scientists and engineers into the program offices during 2025 — the Office of Air and Radiation, the Office of Chemical Safety and Pollution Prevention, the Office of Water and a new Office of Applied Science and Environmental Solutions in the Administrator’s suite (#1165) — but the Office of Research and Development remains a headquarters office on EPA’s own organization chart, last updated 2026-01-08, and its About page still lists its three offices and four centers with the Assistant Administrator post vacant. Nothing in that reorganization, in the FY2026 budget request or in any EPA grants policy caps the number or dollar value of research grants or routes them through the Administrator’s office; the grants that were canceled were canceled one by one, not capped.
