What has happened

   EO 14346 recites and implements the "Framework on an Agreement on Reciprocal, Fair, and Balanced Trade" between the United States and the European Union, reducing reciprocal and section 232 tariffs on EU goods conditional on EU steps. The comprehensive review the Quote asked for was conducted and produced a renegotiated EU trade arrangement. EO 14389 of 2026-02-20 subsequently ended the IEEPA duties, which does not undo the review or the framework.

3. Jan 20, 2025 Attempted

   The America First Trade Policy memorandum ordered the review: section 2(c) directs the U.S. Trade Representative to "undertake a review of, and identify, any unfair trade practices by other countries and recommend appropriate actions", section 2(f) to review existing trade agreements for reciprocity, and section 2(a) directs Commerce to investigate the causes of persistent goods trade deficits. Nothing EU-specific had happened yet.
