Consolidate OAR laboratories and joint research institutes
Printed page 676 21. Department of Commerce
“OAR is a large network of research laboratories, an undersea research center, and several joint research institutes with universities. These operations should be reviewed with an aim of consolidation and reduction of bloat.”
What has happened
- Attempted
The FY2027 Justification repeated the request, showing OAR going from a $473.4 million base and 736 FTE to zero. Requested twice, funded twice; the laboratories and cooperative institutes are still there and no consolidation of them has been carried out. That last clause is no longer an inference from the appropriation — OAR's own current inventory, read on 2026-09-03, lists as present every laboratory it had before the window: the Geophysical Fluid Dynamics Laboratory (Princeton), Air Resources Laboratory (College Park), Great Lakes Environmental Research Laboratory (Ann Arbor), Pacific Marine Environmental Laboratory (Seattle), Atlantic Oceanographic and Meteorological Laboratory (Miami), National Severe Storms Laboratory (Norman) and the Earth System Research Laboratories at Boulder with all four components — Chemical Sciences, Physical Sciences, Global Systems and Global Monitoring — alongside six program offices. `ci.noaa.gov` states that "[c]urrently, NOAA supports 16 Cooperative Institutes consisting of 80 universities, and research institutions across 33 states, the District of Columbia, US Territories, and Canada", and no institute is marked closed, consolidated or winding down. OAR's dated Notice of Changes page, which exists precisely to announce changes to its products and services, carries exactly three in-window entries and none of them is a laboratory closure or an institute consolidation.
- Attempted
Congress refused: P.L. 119-74 funded NOAA's Operations, Research, and Facilities account at $4.54 billion, OAR included.
- Attempted
NOAA's FY2026 Congressional Justification requested '$0 and 0 FTE / 0 positions for the Office of Oceanic and Atmospheric Research' and said it 'eliminates all funding for climate, weather, and ocean Laboratories and Cooperative Institutes' — consolidation by abolition rather than the review-and-consolidate the Quote describes, but aimed at the same laboratories and joint institutes.

Research notes
Corrected 2026-09-03: research.noaa.gov and ci.noaa.gov are not walls. Both open to a plain
browser User-Agent (the browser-ua rung of scripts/fetch-page.mjs); the earlier 403 was measured
with a bare curl. The read-queue row is answered, and the answer confirms the Status rather than
moving it: nothing consolidated. The two inventory pages carry no date of their own, so under
playbook §5 they would be Evidence dated at the observation, and they are deliberately not
attached — the appropriation Evidence already carries the rung, and an undated page can prove the
present state but cannot date a non-event. They are quoted in the note instead.
https://research.noaa.gov/notice-of-changes/ is the dated find and the useful one. OAR maintains
it to announce changes to products, tools and services. Its whole in-window content is: 2025-07-03
— GFDL’s SPEAR model contributions to the Climate Prediction Center move to four times a year;
2025-06-30 — “In compliance with Executive Order 14303, Restoring Gold Standard Science, NOAA is
relocating all research products from Climate.gov to NOAA.gov in an effort to centralize and
consolidate resources”; 2025-06-01 — GLERL will not deploy the second-generation environmental
sample processors in Lake Erie for the 2025 field season. None is a laboratory closure.
Rides #1878’s trail (Disband the bulk of OAR climate-change research, major, attempted) and
takes the same four documents. The Quotes differ in what they ask for: #1878 asks that the climate
research be disbanded, this one asks that the laboratory and joint-institute network “be reviewed with
an aim of consolidation and reduction of bloat”. The budget requests would abolish the whole line
office rather than consolidate it, which is why the note says so; the effect on this ask’s object is
the same at the attempted rung, because nothing has been consolidated or reduced.
The 2025-06-30 Climate.gov relocation belongs to #1878, not here: it is an action on climate products, and this Quote is about the laboratory and joint-institute network. It is recorded in #1878’s notes.
