The Cross-Cutting Issues Law Office already existed and nothing was consolidated into it. It is one of the ten law offices listed on the Office of General Counsel's page, alongside the Air and Radiation, Water, Pesticides and Toxic Substances, Solid Waste and Emergency Response, Civil Rights and Finance, General Law, Ethics, National FOIA and Resource Management offices — the same structure the Mandate described when it named the office in 2023. The FY2026 reorganization addendum, which lists every office EPA consolidated or realigned, has no OGC entry, and no EPA document records a review of OGC resources or a reorganization of attorney functions.
