8. Media Agencies (USAGM, CPB) · Major · Needs Congress

Consolidate USAGM's subparts and place the agency under NSC and/or State

Attempted

Printed page 245 8. Media Agencies (USAGM, CPB)

“To accomplish this, the USAGM must be fully reformed top to bottom with congressional and White House support. The possibility of consolidating not only the agency’s subparts, but bringing the entire agency under the supervision of the NSC, the State Department, or both would dramatically aid that reform.”

What has happened

  1. Attempted

Executive Order 14238 ordered USAGM reduced to 'the minimum presence and function required by law'; the next day the agency put most staff on leave and moved to terminate grants to its networks. A White House-driven reduction, not the consolidation of subparts or a transfer under the NSC or State the Mandate asks Congress and the White House for.

Research notes

  • No transfer of USAGM to the NSC or State Department has been found on a source we accept as Evidence. Two leads point the other way and deserve a closer read: after the March 2026 ruling that Kari Lake’s service as acting CEO was unlawful (see #637), Deputy Secretary of State for Management Michael Rigas was named acting CEO and the President nominated Under Secretary of State for Public Diplomacy Sarah B. Rogers as CEO (Senate nomination PN874, from congress.gov, hearings held 2026-07-30; https://www.congress.gov/nomination/119th-congress/874 — the page refused to open for us; NBC and The Wrap reports are not on the list of sources we accept). State officials running USAGM is supervision in practice, not the statutory restructuring the Quote describes; it would be partial only with a formal instrument.
  • The grant terminations to RFE/RL, RFA, MBN and OTF (March 2025) collapsed the agency’s subparts by starvation rather than consolidation; the courts’ response is tracked under #637.
  • Searched: presidential documents, White House presidential actions, Federal Register notices, bills in Congress and public laws for “global media” and “voice of america”; USAGM’s press-release listing (no 2026 releases); a web search for “Voice of America USAGM State Department transfer 2026”.
