A mechanism for challenging BIS export-control decisions does exist — the administrative appeal route at 15 CFR part 756 — but it long predates 2025-01-20 and BIS neither amended it nor added the confidential channel the Quote also asks for. Specific queries: "appeal" "Bureau of Industry and Security" and "reconsideration" restricted to the BIS slug; and the part 748/756 CFR citations across the Bureau’s active agenda, none of which touches the appeal process.
