EO 14191 requires the Secretary of Defense, within 90 days, to "review any available mechanisms under which military-connected families may use funds from the Department of Defense to attend schools of their choice, including private, faith-based, or public charter schools," and to submit a plan to the President describing those mechanisms and the steps needed to use them. A directive; no plan is public and no account exists. Public Law 119-21 separately created a federal tax credit at 26 U.S.C. 25F for contributions to scholarship granting organizations, but it is state-opt-in, capped at $1,700 per taxpayer, limited to households under 300 percent of area median income and names no military beneficiary — an adjacent program, not this ask (§3b).
