What the record shows is the opposite route being taken and welcomed: the substantive commodity, crop insurance and nutrition changes of 2025 were enacted in Title I of the reconciliation act (P.L. 119-21, 2025-07-04), a closed, amendment-limited vehicle, at the administration's request, and the Secretary campaigned for it. The subsequent farm bill (H.R. 7567) did go through committee mark-up, amendments in the Committee of the Whole and a recorded floor vote on 2026-04-30, but that is Congress's own practice, not a demand made by the administration.   • Searched: whitehouse.gov presidential actions and the Federal Register presidential-document set for any statement on farm bill process (nothing); USDA press releases mirrored on fna.usda.gov (nothing on process); the President’s Budget appendices were not read for this, because a budget request is not the demand the Quote describes.
  • usda.gov itself refused automated reads, so a Secretary’s statement made only in a usda.gov press release or op-ed could not be checked. It was not set aside to be read by hand: the ask is a communications posture rather than an instrument, and the reconciliation route is the substantive answer either way.
