Develop a plan to consolidate foreign assistance authorities
Printed page 194 6. Department of State
“The next Administration should also evaluate whether these multiple sources of foreign assistance are in the national interest and, if not, develop a plan to consolidate foreign assistance authorities.”
What has happened
- Done
State reported the consolidation to Congress as accomplished management practice, describing the reorganization as correcting the separation of assistance programs from regional policy "by consolidating foreign assistance management directly" into the regional bureaus, and Delegation 597-1 of 2026-03-13 carried the delegation forward with added authorities.

The ask is the evaluation and the plan, and both were made by the executive alone. The Department's reorganization assessment answered the first limb, and Delegation of Authority No. 597 is the second limb executed: it vests the Director of Foreign Assistance authorities and those of five other assistance, refugee, human rights and global health offices in one Under Secretary, alongside the absorption of USAID into the Department. Statutory consolidation of the Foreign Assistance Act structure would need Congress and has not happened - P.L. 119-75 still appropriates foreign assistance across multiple accounts - but under playbook 3b that is a downstream contingency of acting on the plan, not part of the ask, and it does not hold the ask below done.

Research notes
Every source this Status rests on is allowlisted and was read in full; none of it was off the allowlist or unreadable.
The “needs an act of Congress” label was removed on review, 2026-09-01. The Quote addresses “the next Administration” and asks it to evaluate and to develop a plan; the label records who an ask is addressed to, not the fact that acting on the plan’s conclusions would need a statute. At the same time the Status was reassessed on the ordinary scale rather than the one for asks that need Congress.
