“In the meantime, the next Administration should promulgate a new regulation to require the Secretary of Education to allocate at least 40 percent of funding to international business programs that teach about free markets and economics and require institutions, faculty, and fellowship recipients to certify that they intend to further the stated statutory goals of serving American interests.”

The Department moved the other way on the instrument the Quote names. Rather than promulgating a new regulation allocating at least 40 percent of Title VI funding to international business programs and requiring certifications from institutions, faculty and fellowship recipients, it proposed on 2026-07-01 to rescind the Title VI implementing regulations outright — 34 CFR parts 655, 656, 657, 658, 660, 661 (Business and International Education), 662, 663, 664 and 669 — on the reasoning that "adopting prescriptive regulations conflicts with the purpose of the Title VI programs". A rescission of the part that carries the Business and International Education Program is the opposite of a new allocation requirement in it. No allocation floor and no certification requirement exists in any Department document in the window.
