Eliminate or move Office of Postsecondary Education programs to Labor
Printed page 327 11. Department of Education
“The next Administration should work with Congress to eliminate or move OPE programs to ETA at the Department of Labor.”
What has happened
- Attempted
The fiscal year 2027 Budget Request asks Congress to eliminate a large share of the same programs - the Strengthening Institutions Program, the Minority Science and Engineering Improvement Program, International Education and Foreign Language Studies, TRIO, GEAR UP, GAANN, CCAMPIS, Teacher Quality Partnership, FIPSE and the Hawkins Centers - saving "over $2.6 billion in fiscal year 2027 alone". A formal administration request, not an enactment.
- Attempted
The ED-DOL Postsecondary Education Partnership gives Labor a growing role in administering most Higher Education Act grant programs run by the Office of Postsecondary Education - the eight TRIO programs, GEAR UP, GAANN, Augustus F. Hawkins Centers of Excellence, and Title III Parts A and B including the HBCU and HBGI programs. The fact sheet ties it to Labor's workforce portfolio, which is what the Quote asks for, but it is an Economy Act service contract and ED "will maintain all statutory responsibilities".

Research notes
- The fact sheet names the Employment and Training Administration’s program suite as what ED’s programs will be integrated with, which is the Quote’s named destination.
- The half of this ask that needs an act of Congress rests on one negative search, run once for the program transfers and eliminations on pp. 325–327.
