“Eliminate the new Housing Supply Fund.”

What has happened

  1. Not started

Already true before the evidence window: there is no Housing Supply Fund to eliminate. The fund the Mandate calls "new" was a Biden budget proposal that Congress never enacted, and it has no existence in law or regulation — a Federal Register full-text search for "Housing Supply Fund" across every year and every document type returns zero documents, and the phrase appears in no public law of the 119th Congress. The proof that it still does not exist is that Congress is being asked to create one: H.R. 9263, the "Housing Supply Fund Act of 2026", introduced 2026-06-11, would "establish" a Housing Supply Fund — at the Treasury Department, administered through the CDFI Fund, not at HUD — and was referred to the Committees on Financial Services and the Budget with no further action. That is the record moving the other way, and it has not moved far.

What was searched, and what didn’t count as evidence

Research notes

  • This item is marked Already true because this specific ask was satisfied before 2025-01-20: the object does not exist, so there is nothing to eliminate, and the item is not “still to come”. The Status stays not started — a Status measures what was done, and nobody acted — and the note opens by saying so.
  • Confirmed 2026-09-01, flag kept. An “eliminate” ask, not a preserve or continue ask, so the Already-true flag is available; and the site’s leveling rules name this item by number as one that stays flagged under the “nothing outstanding” test, because the Fund has no existence in law that anyone retains the power to wind up. The alternative reading — a plain not started leaving the item in Still to come — was raised on review and is now closed against.
  • Negative search: a Federal Register search for “Housing Supply Fund”, with no date floor — 0 documents. A search of the public laws we keep and search (from congress.gov) for “housing supply fund” — 0. A search of the titles of the bills we keep and search (from congress.gov) for “housing supply” — fourteen bills, of which only H.R. 9263 concerns a fund and all are in committee.
  • Do not confuse this with the Housing Trust Fund, which does exist (42 U.S.C. 4568) and which HUD continued to allocate through the window (FY2025 allocation notice, 2025-12-08, FR 2025-22177). The Mandate’s phrase “the new Housing Supply Fund” is the proposed fund, not the Trust Fund.
  • Checked 2026-09-06: flag stands. The object of an “eliminate” ask whose target does not exist would be undone by the thing being created. It has not been: H.R. 9263’s latest action among the bills we keep and search (re-read 2026-09-06) is still its 2026-06-11 referral to Financial Services and the Budget, and none of the 119th-Congress public laws we keep and search establishes a Housing Supply Fund. A bill in committee is the record moving the other way without arriving - a change of degree at most - so the flag stands and the bill stays in the note as contrary action, carried as Evidence on the not started event.
