“PLCY should seek the elimination of the Quadrennial Homeland Security Review.”

The Quadrennial Homeland Security Review is still required by law and DHS still presents it as such. No bill repealing 6 U.S.C. 347 was introduced in the 119th Congress, and DHS's own QHSR page continues to describe the review as updated every four years as required by law, with a three-year review cycle feeding a report to Congress. Nothing found is a request by the administration, or an act of either chamber, to eliminate it.

Research notes
Requires-Congress ask; ladder rung is the bottom one. One negative search covered the PLCY taskings.
- Titles of bills in Congress and public laws, from congress.gov, searched for “Quadrennial” or “Homeland Security Review”: nothing.
- Federal Register full-text search for “Quadrennial Homeland Security Review” over the window returns one document, an unrelated cybersecurity grant evaluation notice.
- https://www.dhs.gov/quadrennial-homeland-security-review (read) still lists the 2010, 2014 and 2023 reviews and describes the statutory requirement as in force. Its own last-updated stamp is 2023-06-01, so the page is evidence that DHS has not repudiated the requirement, not that a fourth review is under way. The Evidence date is the date the page was read.
