“Mandatory appropriation for border wall system infrastructure. The monies appropriated would be used to fund the construction of additional border wall systems, technology, and personnel in strategic locations in accordance with the Border Security Improvement Plan (BSIP).”

Public Law 119-21 (the reconciliation act, H.R. 1) §90001 appropriated $46.55 billion to CBP, available through FY2029, for the "border infrastructure and wall system" — barriers, access roads, cameras, lights, sensors and detection technology — outside the annual appropriations process; §90002 added $4.1 billion for CBP personnel. A direct-spending appropriation enacted by reconciliation is the mandatory appropriation the Mandate asked for.
