    The Fair and Open Competition Act has not been introduced in the 119th Congress — no bill of the Congress carries that title — and the project-labor-agreement mandate it targets is still in force. Executive Order 14063 was not among the 68 orders revoked by Executive Order 14148 on 2025-01-20, and no later presidential action revokes it: "project labor" appears nowhere in the whitehouse.gov presidential-actions file or in any Federal Register presidential document of the window. The implementing regulation stands unchanged: FAR Subpart 22.5, as of Federal Acquisition Circular 2026-01 (effective 2026-03-13), still recites that it implements Executive Order 14063 and still provides that agencies "shall require use of project labor agreements" on federal construction projects estimated at $35 million or more, subject only to the pre-existing senior-procurement-executive exceptions.

  • The negative was checked from three directions, because a revocation would be easy to miss: the full text of EO 14148 on whitehouse.gov (its §2 list runs 13985–14143 and does not contain 14063 — note that govinfo’s HTML of EO 14148 omits the list entirely, per source-apis.md); Federal Register full text for "Executive Order 14063" (0 documents since 2025-01-20) and "project labor agreements" (4, none about the mandate); and the FAR text itself, which is the operative instrument for contracting officers.
  • acquisition.gov is fully open to a browser User-Agent and stamps each page with its FAC number and effective date, which is what makes it datable Evidence for “this rule still says X”.
  • The ask needs Congress, and there is no vehicle: jq over bills.ndjson for Open Competition|Fair and Open|Competition Act returns twelve bills, none of them about project labor agreements.
