The Quad met other regional powers on issues of mutual interest, which is the substance of the Quote, but no "Quad-Plus" mechanism has been created. The four foreign ministers issued a joint statement with ASEAN in Manila on advancing the ASEAN Outlook on the Indo-Pacific through the Quad's four priority areas. A Federal Register full-text search for the quoted phrase "Quad-Plus" since 2025-01-20 returns 0 documents, and State's own Quad page - which lists every Quad output from January 2025 to July 2026 - describes a four-member partnership with no plus format.
