End degree requirements for federal jobs that don't need them

Not started

Printed page 357 11. Department of Education

“Minimize bachelor's degree requirements. The President should issue an executive order stating that a college degree shall not be required for any federal job unless the requirements of the job specifically demand it.”

What has happened

  1. Not started

Already true before the evidence window: Executive Order 13932 of June 26, 2020, "Modernizing and Reforming the Assessment and Hiring of Federal Job Candidates", already provides that agencies may not prescribe a minimum educational requirement for a federal position unless a minimum educational qualification is legally required to perform its duties, and otherwise must assess candidates on skills. It has never been revoked or amended: a Federal Register search of presidential documents citing "13932" returns only the order itself. No executive order in this window restates the rule — EO 14170 (Reforming the Federal Hiring Process, 2025-01-20) contains the word "degree" nowhere — so nothing was done inside the window and the Status stays `not-started`.

Research log

What was searched, and what didn’t count as evidence

Research notes

  • The Evidence date is set to the first day of the window rather than the order’s 2020 signing date because the site accepts no Evidence dated before 2025-01-20; the claim the item rests on is that the order was in force on that date and still is. The order’s own date is 2020-06-26 (published 2020-07-01).
  • A Federal Register search for “13932” among presidential documents returns 1 document, the order itself, so nothing has revoked or superseded it. A search of presidential documents in the Federal Register and White House presidential actions for “college degree”, “degree requirement” and “skills-based hiring” found nothing. The full text of EO 14170 was read on govinfo.gov: no occurrence of “degree”.
  • Confirmed 2026-09-01: the Already-true flag stands. This ask is to issue something, not to preserve or continue it, so the flag is available. The ask names an instrument - an executive order barring degree requirements unless the job demands them - and that instrument existed and was unrevoked on 2025-01-20, so nothing in the ask remains outstanding. A reader might object that the Quote asks this President to issue a new order; the flag tests the world, and the world already holds the rule the order would state.
  • Checked 2026-09-06: flag stands, and the reversal question was re-measured. The only way this object could be undone is revocation or amendment of Executive Order 13932, so the negative was re-run on 2026-09-06: a Federal Register search for “13932” among presidential documents, with no date floor - 1 document, the 2020 order itself. No presidential document of this window cites, revokes or supersedes it. Nothing inside the window touches the object in either direction, so neither branch of the rule as amended 2026-09-06 is reached.
