End ED's monopoly by letting states recognize accreditors

What has happened

   The executive moved in a different direction: having lifted the moratorium on new accreditor applications on 2025-05-01, the Department issued an interpretive rule “designed to reduce unnecessary barriers to the recognition of accrediting agencies to promote competition”. More accreditors, recognized faster — but recognized by the Department. Nothing authorizes a state to recognize an accreditor or to act as one, and the Department's own August 2026 proposal keeps the Secretary's recognition as the sole route.

   The Secretary is still the only gate. One bill would change that: H.R. 4054 would amend HEA section 496(a) so that an entity “determined by a State to be a reliable authority as to the quality of education or skills development offered in such State” and designated by that State can serve as an accrediting agency for title IV purposes — the Quote's second option. It was reported and placed on the Union Calendar and got no floor vote, which under playbook §3b leaves this at `not-started`.
