Mandatory Project Labor Agreement requirements are still in force. Executive Order 14063, which requires PLAs on federal construction projects of $35 million or more, has not been revoked: it appears in none of the three revocation orders of 2025 (Executive Orders 14148, 14174 and 14236), whose texts were read in full. FAR Subpart 22.5, "Use of Project Labor Agreements for Federal Construction Projects", remains in the Federal Acquisition Regulation as of FAC 2026-01, effective 2026-03-13, and survived the Revolutionary FAR Overhaul.
