“The AS or PDAS for the Office of Policy Development and Research should suspend all external research and evaluation grants in the Office of Policy Development and Research and end or realign to another office any functions that are not involved in the collection and use of data and survey administration functions and do not facilitate the execution of regulatory impact analysis studies.”

PD&R still holds its non-data functions. The office remains on HUD's leadership roster with its full portfolio, and through 2026 it continued to run the functions this Quote would end or move elsewhere: demonstration and evaluation management (the Community Choice Demonstration, revised 2026-08-03; the Moving to Work Asset Building Cohort and Stepped and Tiered Rent evaluations), grant-making through the Eviction Protection Grant Program and the Office of University Partnerships, the HUD Secretary's Awards program (information collections of 2026-01-09 and 2026-04-24), technical assistance through Community Compass (2026-05-05) and the periodicals and case studies on huduser.gov. HUD's only published reorganization in the window is a field-office consolidation in Kansas City (2026-06-24). Nothing has been ended or realigned.

- Negative search shared with #1422: a Federal Register search for “Policy Development and Research” in HUD’s documents since 2025-01-20 — 92 documents, none a reorganization; the White House presidential actions and the presidential documents we keep and search contain no HUD reorganization order; HUD’s 189 in-window press releases contain no PD&R reorganization announcement.
- HUD’s leadership roster (https://www.hud.gov/aboutus/leadership, fetched 2026-09-01) still lists Policy Development and Research as one of the Department’s principal offices. It carries no date of its own and is recorded as an observation rather than as Evidence.
- A rename or an org-chart change would not settle this in either direction; the test is what happened to the functions, and they are intact.
