“An end to SBA direct lending.”

What has happened

  1. Not started

SBA direct lending continues and both Congress and the administration have funded it inside the window. P.L. 119-75 (2026-02-03) appropriates $3,000,000 for the cost of direct loans in the Business Loans Program Account and $282,000,000 for the section 7(b) disaster *direct* loan program. The FY2027 President's Budget then requests a $60 million direct microloan level under section 7(m) for 2027, up from $55 million in 2025 actual, and proposes no termination of any direct lending authority. Corpus and Federal Register searches found no rule, notice or presidential document in the window that ends or proposes to end SBA direct lending; the only lending program the SBA curtailed — Community Advantage / Mission-Based SBLC, 2025-05-19 — is a *guarantee* program run through private lenders, not direct lending.

Research log

What was searched, and what didn’t count as evidence

Research notes

  • Recorded under playbook §3b’s “moved the other way” rule: the Status stays not started and the contrary Primary evidence sits on the event rather than in this body.
  • The negative search is in the Chapter 25 log under ## Cluster negative search. Note the conditions[term] quoting trap: "direct lending" quoted returns 0 Federal Register documents for the SBA since 2025-01-20 while the same words unquoted return 11, none of them about direct lending.
  • #2052 (p. 754, outside this page range) asks that no new direct lending program be created; it should be leveled against the same appropriations and Budget lines in the ticket-26 pass.
