Establish a New Entry Initiative deciding new air carrier applications in 12 months
Printed page 631 19. Department of Transportation
“Establish a New Entry Initiative that commits the federal government to approving or rejecting the applications of new air carriers within 12 months.”
What has happened
- Not started
No New Entry Initiative exists. A full-text search of the Federal Register since 2025-01-20 for "New Entry Initiative" returns zero documents, as does the same phrase against DOT's dockets on regulations.gov; "new entrant" together with "air carrier" returns three documents, all of them airport operating-limitation orders or a drone rulemaking. Neither DOT's aviation-economic-licensing regulations (14 CFR parts 201–204) nor its 2026 regulatory agenda contains a twelve-month decision deadline for new air carrier applications, and the section 610 review in that agenda concludes that no changes are needed to the parts governing carrier fitness.

Research notes
- The one adjacent thing the administration did was speed a different queue: DOT publicized a
streamlined air traffic controller hiring process that cut an application-to-academy timeline
previously over twelve months. That is not the ask — the Quote is about certificating new air
carriers — and §3b’s “progress is measured on this ask” keeps it off the ladder. The pages are
on
transportation.govand unreadable in any case. - Shares the pp. 630–631 aviation-economic block with #1726, #1727, #1729, #1731, #1732 and
#1733; the cluster negative search is in
docs/research/ch-19.md.
