No framework of enforceable cyberspace norms has been established with allies. President Trump's Cyber Strategy for America, released 2026-03-06, commits to "engage internationally through diplomacy, commerce, and operations to ensure norms and standards reflect our values" and, under its first pillar, to impose consequences on adversaries - but consequence-imposition by the United States is not the enforceable multilateral framework the Quote asks for, and under playbook 3b progress is measured on this ask. A Federal Register full-text search for the quoted phrase "Group of Governmental Experts" since 2025-01-20 returns 0 documents. The only "responsible state behavior in cyberspace" joint statement on state.gov dates from 2019 and endorses exactly the voluntary UN framework the Quote wants to move beyond; the Bureau of Cyberspace and Digital Policy's current three-office structure (Bilateral and Multilateral Affairs, Emerging and Critical Technology Policy, S&T Investment) carries no norms-negotiation mandate.
