“To protect the American people, the State Department, in coordination with the White House and other security-focused agencies, should evaluate several key security-sensitive visa programs that it manages. Key programs include, but should not be limited to, the Diversity Visa program, the F (student) visa program, and J (exchange visitor) visa program.”

All three named programs have now been evaluated for security risk and each evaluation has produced a published instrument. DHS's final rule of 2026-07-17 replaces “duration of status” with a fixed period of admission for F and J nonimmigrants, on an explicit security and overstay rationale, and State followed on 2026-07-30 with a proposed rule on terminating, extending and reinstating Exchange Visitor Program participation. With the Diversity Visa rule finalized in March, the Quote's ask — evaluate the DV, F and J programs — is met and then some, because each evaluation was carried through to a rulemaking.

The Department announced that under new guidance it would conduct “comprehensive and thorough vetting, including online presence, of all student and exchange visitor applicants in the F, M, and J nonimmigrant classifications”, requiring applicants to make social media profiles public — a security review of two of the three programs the Quote names, applied at the adjudication stage.

The three programs were followed by name through the Federal Register rather than by the Mandate’s phrasing: DV (State, docket 2025-14784 → 2026-04737), F and J (DHS, 2025-16554 → 2026-14439), J again (State, 2026-15450).
