It stays partial rather than done because the second half of the Quote — expanding clinics *instead of* investing further in obsolete VA health care campuses — has gone the other way: the same release records that VA will spend nearly $5 billion in FY 2026 on modernizing and repairing existing health care facilities, the largest Non-Recurring Maintenance investment in VA’s history.

The running clinic count appears in the department’s periodic summary releases: six by 2025-04-29 (100 days), 20 by 2025-11-10, 34 by 2026-04-06, 35 by 2026-05-18, 38 by 2026-07-09. The 2025-04-29 release links its “six new health care clinics” claim to a post on X, which is off the allowlist and is not cited.
  • Corpus bills.ndjson: the only 119th-Congress CBOC bills are facility-naming measures plus two clinic authorizations (H.R. 7489 Georgetown, H.R. 9652 Northern Marianas), and P.L. 119-97 (S. 2393, enacted 2026-06-09), the Fiscal Year 2025 VA Major Medical Facility Authorization Act. Congress authorizing individual leases is not the administration embracing CBOC expansion, so it is recorded here rather than as Evidence.
  • Countervailing action is carried in the 2026-07-09 event’s note rather than in the body, per the leveling rules.
