“The budget should also include sufficient full-time equivalent (FTE) employees to form regulatory advance teams that would consult with agencies on cost-benefit analysis and good regulatory practices at the beginning of the rulemaking process for the most important regulations.”
What has happened

No regulatory advance teams and no FTEs requested for them. The FY2027 Budget Appendix asks for more OIRA money and more OMB staff overall, but neither the Appendix, nor OIRA's own guidance, nor any OMB memorandum in the window mentions advance teams that would consult with agencies on cost-benefit analysis at the start of a rulemaking. OIRA's October 2025 guidance goes the other way on the underlying idea: rather than standing up a separate consultation function, M-25-36 tells agencies to bring deregulatory actions to their existing OIRA desk officers early.
