Give Congress quarterly Automated Export System license data

Not started

Printed page 672 21. Department of Commerce

“Additionally, to improve congressional oversight of BIS’s license adjudication process, BIS should provide specific congressional committees with data from the Automated Export System on a quarterly basis.”

What has happened

  1. Not started

Nothing found. BIS provides no quarterly Automated Export System dataset to congressional committees; nothing in the window creates such a reporting requirement, and no BIS report to Congress of this kind was published.

No action found yet. This entry is the starting point, not a finding.

Research notes

Cluster negative search BIS-1 (chapter log): a jq pass over all 154 in-window Federal Register records whose agency is the Industry and Security Bureau — every Entity List, Unverified List, Denied Persons, Section 232 and licensing document of the window — plus quoted-phrase Federal Register full-text searches since 2025-01-20, plus the Bureau’s whole active Unified Agenda on reginfo.gov (agencyCd 0600, DOC/BIS: seventeen RINs, each opened and read). Specific queries: "Automated Export System" quarterly (1 hit, an unrelated EPA hydrofluorocarbon rule), and the AES information collections themselves, which are Census Bureau Foreign Trade Regulations clearances (FR 2025-17568, 2026-01432) and say nothing about congressional reporting. Also jq over bills.ndjson for Automated Export System (0) and a grep of the FY2026 NDAA (P.L. 119-60) enrolled text — the vehicle authorization requirements usually ride, per source-apis.md — for Automated Export System (0).

Reginfo agenda sweep, 2026-09-01 (§3b). RIN 0607-AA64 Foreign Trade Regulations (15 CFR 30): New Filing Requirement & Clarification to Current Requirements (DOC/CENSUS, Proposed Rule Stage, NPRM 07/2026) is the only entry in the whole 2026 Commerce agenda that names the Automated Export System: it would add a conditional country-of-origin data element to Electronic Export Information filed through AES, and says nothing about quarterly reporting to congressional committees. Nothing in the seventeen-RIN DOC/BIS slice names congressional reporting either. Subject area only — Status unchanged.
