“Congress should provide DOL with more reasonable enforcement tools for the UI system. Currently, DOL can either send a strongly worded letter or revoke the entire Federal Unemployment Tax Act (FUTA) tax credit, which would place an immediate 6 percent to 7 percent tax on all covered employers.”

The Department's only sanctions under 42 U.S.C. 503 remain the ones the Quote describes — a letter, or withdrawal of the entire Federal Unemployment Tax Act credit — and no bill of the 119th Congress adds intermediate remedies.
