The Presidential Memorandum of 2025-01-24 reinstates the Mexico City Policy, but it directs the Secretary of State, in coordination with the Secretary of Health and Human Services, to implement it; it gives no oversight role to the HHS Office of Global Affairs and does not reach HHS's own divisions. The implementing instrument published so far is the State Department's award term "Protecting Life in Foreign Assistance" (2026-01-27), again a State Department action. No HHS delegation of Mexico City Policy oversight to OGA exists on any allowlisted record. Confirmed from OGA's own current page, read 2026-09-03 and page-reviewed 2026-05-07: the office's listed teams are Africa & Middle East, Agency Liaison, Asia & the Pacific, Europe & Eurasia, Executive Operations, Multilateral Relations, Pandemics and Emerging Threats, PEPFAR, The Americas, Trade and Health, and the U.S.–Mexico Border Health Commission. The Mexico City Policy is named nowhere on the page and no oversight function over HHS divisions is described.
