“NGOs and processing. Congress should halt funds given to nongovernmental organizations (NGOs) to process and transport illegal aliens into and throughout the United States. Such funds and infrastructure, including the DHS joint processing centers, should be redirected to secure the border, detain aliens, and provide space for immigration court proceedings.”

Congress redirected the money the Quote wants redirected without halting the NGO funding by statute: Public Law 119-21 puts $45 billion into detention capacity, $46.5 billion into the border wall system and billions more into port-of-entry infrastructure and immigration enforcement personnel. The redirection half of the Quote is funded; the prohibition on NGO processing funds is not enacted.

EO 14159 section 19 orders the Attorney General and the Secretary of Homeland Security to review and audit "all contracts, grants, or other agreements providing Federal funding to non-governmental organizations supporting or providing services, either directly or indirectly, to removable or illegal aliens", to pause all further payments pending that review, to terminate agreements found unlawful or wasteful and prohibit future ones, to have OMB keep such funding out of DOJ and DHS appropriations requests, and to claw back money already paid. That is the executive doing what the Quote asks Congress to do, which under the leveling rules is `attempted` and not enactment of part of the ask.

A search of the enacted text for “Shelter and Services” returns nothing. That is an absence rather than an enacted prohibition, so it is recorded here and not as an event.
