Have the DPC and NSC jointly develop a border security policy agenda
Printed page 40 1. White House Office
“Finally, DPC should coordinate with the NSC on a policy agenda to enhance border security.”
What has happened
- Partially done
The two sides are joined in one office rather than through a process. The Annual Report to Congress on White House Office Personnel shows Stephen Miller holding the Deputy Chief of Staff for Policy post and the Homeland Security Advisor post together in both 2025 and 2026 — the domestic policy apparatus and the NSC's border and homeland security portfolio under a single principal, which is a stronger arrangement than the coordination the Quote asks for. Partial and not done because the thing the Quote actually names, a joint Domestic Policy Council–National Security Council policy agenda to enhance border security, has never been published: border policy has run through executive orders and the Department of Homeland Security, and no allowlisted source records a joint agenda.

Research notes
Researched 2026-08-27, in one search that covered all of Chapter 1’s White House staffing asks.
- The 2025 and 2026 personnel reports both list Stephen Miller as “Assistant to the President and Deputy Chief of Staff for Policy and Homeland Security Advisor”. The Homeland Security Advisor is the NSC-side principal for border and homeland security; the Deputy Chief of Staff for Policy sits above the domestic policy apparatus. One person holds both, and has since the first report.
- That is a structural union of the two sides the Quote asks to coordinate — stronger than a coordination process, and not the same thing as one.
- What is missing is the product: no joint DPC–NSC border security policy agenda has been published, and nothing among the White House presidential actions or in the Federal Register describes one. Border security has been driven by executive orders and by the Department of Homeland Security rather than by a published White House agenda.
