No standing meeting of Executive Office principals chaired by the NEC Director has been established or recorded. NSPM-1, the one directive in the window that lays out an interagency meeting architecture, seats the Assistant to the President for Economic Policy — the NEC Director — as a regular invitee to the National Security Council and its Principals Committee, but it creates no forum he chairs and no EOP-wide principals meeting. EO 14213 puts the same official on the National Energy Dominance Council, which the Secretary of the Interior chairs. Nothing published gives the NEC Director a chair.

In the federal records we keep and search: all 277 executive orders and every presidential memorandum listed by title; a search of White House presidential actions and the Federal Register for “national economic council” returns no organizing directive for the NEC in the window. An internal standing meeting could exist without publication.
