Nothing published gives the NSC a review of general and flag officer promotions. The two executive orders that reach military personnel policy in the window — EO 14183 on military excellence and readiness and EO 14185, Restoring America's Fighting Force — were read in full and neither mentions promotions, promotion boards or general and flag officers; EO 14185 abolishes diversity offices and programs but leaves the promotion system untouched. Promotions continue to be forwarded by the Department and confirmed by the Senate, and no order inserts an NSC screen into that chain.

Read EO 14185 in full at govinfo (FR-2025-01-31, doc 2025-02181 — note the Federal Register publication date is 3 February 2025 and the signing date 27 January 2025); listed all executive orders in the window by title; read NSPM-1, which does not mention promotions. Searches of the presidential documents we keep for “flag officer” and “promotion board” return nothing. There has been extensive reporting on individual senior officer removals, which is a different thing from a standing NSC review of all promotions.
