Implement GAO's recommendation on enterprise-wide cyber incident reporting

It is not attached as Evidence because the report’s date, 2022-11-14, is before the evidence window and would fail the gate; the finding it carries is a negative one in any case.

• The Mandate quotes recommendation 2 of GAO-23-105084 verbatim. GAO-23-104695, a different DOD cyber report, does not contain it - checked and discarded.

• Of that report’s six recommendations, four are closed-implemented and two (recommendations 2 and 3) remain open with the same 2027 estimated completion date.

• Regulatory agenda search, 2026-09-01. The Department of War’s full 2026 Unified Agenda was read on reginfo.gov — 111 active regulatory agenda entries across the Air Force, Army, Navy, the Corps of Engineers, Health Affairs, the DFARS council and OSD — not the abbreviated version the Federal Register prints. Two entries are about cyber incident reporting and neither is this ask’s object, because both point outward at contractors rather than inward at DoD’s own enterprise visibility. DFARS RIN 0750-AM24, Updates to the Safeguarding Covered Defense Information and Cyber Incident Reporting Clause (DFARS Case 2023-D024), Proposed Rule Stage, NPRM projected 08/2026, updates DFARS 252.204-7012 for NIST SP 800-172 and streamlines vendor identification. The FAR Council’s RIN 9000-AO34, FAR Case 2021-017, Cyber Threat and Incident Reporting and Information Sharing, Final Rule Stage (on the FAR Council’s own agenda, final rule projected 09/2026, NPRM published 2023-10-03 at 88 FR 68055) requires contractors to report incidents to the Government. FY2027 NDAA, House-passed (reviewed 2026-09-24). H.R. 8800 passed the House 216–212 on 2026-07-22 (Roll no. 278) and was received in the Senate on 2026-09-14. Sec. 1503 orders a review of the cybersecurity roles of the DOD CIO, the ASD for Cyber Policy, the Principal Cyber Advisor, the Commander of U.S. Cyber Command and the DOD Cyber Defense Command, and permits realignment. Sec. 1508 tightens cyber incident reporting by operationally critical contractors under 10 U.S.C. 391. Neither requires the CIO, CYBERCOM and JFHQ-DODIN to align policy and system requirements for enterprise-wide visibility of the Department’s own cyber incident reporting, which is GAO’s recommendation 2.
