“Where admissible in regulatory action, HUD should implement reforms reducing the implicit anti-marriage bias in housing assistance programs, strengthen work and work-readiness requirements, implement maximum term limits for residents in PBRA and TBRA programs, and end Housing First policies so that the department prioritizes mental health and substance abuse issues before jumping to permanent interventions in homelessness.”

HUD then proposed to do it by rule. "Establishing Flexibility for Implementation of Work Requirements and Term Limits" would let public housing agencies and certain multifamily owners set time limits of two years or more for non-elderly, non-disabled families in public housing, Housing Choice Vouchers, project-based vouchers and project-based rental assistance — the TBRA and PBRA programs the Quote names. Comments closed 2026-05-01 and no final rule had issued by this pass. It remains `attempted` for the further reason that the rule offers agencies an option rather than imposing a maximum term, so no resident is yet subject to one.

The President's FY2026 discretionary budget request asked Congress for the term limit directly: the State Rental Assistance Block Grant proposal, which folds in Tenant-Based Rental Assistance, Public Housing, Project-Based Rental Assistance, Housing for the Elderly and Housing for Persons with Disabilities, says the Budget "would also newly institute a two-year cap on rental assistance for able bodied adults". That is a formal administration request covering both the PBRA and TBRA programs the Quote names; Congress has not enacted it.

- The budget event is attempted under the rule that a President’s Budget request is a formal administration request. It is the same FY2026 request that carries #1439’s first event, read for a different sentence: #1439 takes the block grant, this item takes the two-year cap inside it.
- The FY2027 Budget does not repeat the cap; its HUD chapter proposes eliminating CDBG, HOME, HOPWA and the Continuum of Care program instead, and says nothing about term limits.
- The same proposed rule answers #1418 (work requirements). Neither item is leveled above attempted, because the rule is a proposal and is permissive.
