What has happened

  1. Attempted

    The House adopted the Budget's number. H.R. 8800, the FY2027 NDAA, passed the House 216–212 on 2026-07-22 (Roll no. 278). Sec. 401 authorizes an active Army end strength of 469,000 for 2027-09-30. That is exactly the FY2027 request recorded in the 2026-04-21 event, 15,000 above the 454,000 enacted for FY2026. Passage by one chamber is `attempted`, and the note on the 2025-12-18 event still applies: an authorized end strength is a ceiling on recruiting, not fielded force structure. If enacted at this figure, the cumulative authorized growth inside the window would be 26,700 against the Mandate's 50,000. The Senate received the bill on 2026-09-14 and has not acted.

  2. Attempted

    The FY2027 President's Budget, released by the Department on 2026-04-21, asks Congress for the growth. The Overview Book (read in full 2026-09-06 at `comptroller.war.gov`, the host this item recorded as a 403) states that "a central component of this is growing the force to meet global demand. The active-duty end strength target for FY 2027 is 469,000, a 15,000 increase from the National Defense Authorization Act for FY 2026 authorized strength of 454,000", with the Army National Guard at 331,300 (+3,300) and the Army Reserve at 172,000, so that "the FY 2027 request increases the Total Army's end strength by 18,300 above the FY 2026 authorized levels" — growth concentrated in air defense, field artillery, cyber and counter-UAS. A President's Budget request is a formal administration request, which is `attempted` under §3b's symmetric Budget rule; it is a request, not an enactment. Cumulatively the record is +11,700 authorized for FY2026 and +15,000 more requested for FY2027 — about 26,700 active soldiers against the Mandate's 50,000, roughly half, and asked for over two budgets rather than delivered. The Army Transformation Initiative's subtractions continue alongside it.

  3. Attempted

    Sec. 401 of the FY2026 NDAA authorized an active Army end strength of 454,000 for 2026-09-30, about 11,700 above the 442,300 authorized for FY2025 — an authorization ceiling, not a structure increase, and less than a quarter of the Mandate's 50,000. It is also the only in-window instrument that moves the ask's object in the asked-for direction; the Army Transformation Initiative recorded above runs the other way and continues to.

  4. Not started

    The record moved the other way first, and this event carries that Evidence (playbook §3b, rule 4). The Secretary of Defense's memorandum "Army Transformation and Acquisition Reform", signed 2025-04-30 and read in full 2026-09-06, directs the Secretary of the Army to "streamline its force structure" and to build "a leaner, more lethal force". Its Force Structure and Workforce Optimization section directs the Army to "divest outdated formations, including select armor and aviation units across the Total Army (Active, Reserve, National Guard)", to "reduce and restructure manned attack helicopter formations", to merge Army Futures Command with TRADOC and Forces Command with Army North and Army South, and to "reduce general officer positions". Term counts over the complete extract: "end strength" 0, "50,000" 0; the memorandum's single "increase" is Army forward presence in the Indo-Pacific, not force structure. CRS's account of what the Army did in response (R48606, 2025-07-22, opened here for the first time) records the FY2026 budget supporting 31 Active Component brigade combat teams and **two** Security Force Assistance Brigades against the six the Army had, converting all 14 Active IBCTs to "a leaner formation", inactivating an Aerial Cavalry Squadron in each Combat Aviation Brigade and eliminating 1,000 Headquarters, Department of the Army positions. Nothing in either document grows the force; the ask is for 50,000 more soldiers and the in-window departmental instrument on Army force structure subtracts.

What was searched, and what didn’t count as evidence

Research notes

  • The FY2027 request is no longer a lead. The first search recorded the 18,300 figure from army.mil article 291830 and an ASA(FM&C) PDF it could not open; the number is stated in the Department’s own Overview Book on comptroller.war.gov, which was read in full on 2026-09-06 and now carries the 2026-04-21 event above. The Total Army figure the earlier note carried (972,300) is not in the Overview Book; its Army chapter gives the components (469,000 active, 331,300 Army National Guard, 172,000 Army Reserve = 972,300) and states the delta, +18,300, rather than the total, so the arithmetic holds but the total is not quoted as such.
  • Neither source ever refused us (re-read 2026-09-06). The Army Transformation Initiative directive is a PDF on media.defense.gov, found through war.gov’s press-products feed, and CRS R48606 opens on congress.gov, although crsreports.congress.gov genuinely refuses automated reads. Both were read in full and both now carry the 2025-04-30 event above. govexec (2026-05-21, https://www.govexec.com/defense/2026/05/one-year-armys-transformation-efforts-are-under-fire/413715/, read) reports Hegseth reconsidering parts of the initiative; a Secondary report of a reconsideration is not an event for this ask.
  • The rung was left at attempted deliberately. An 11,700-soldier authorization ceiling against an ask for 50,000 could be read as “enacted in part” and so partial; it is held at attempted because an authorized end strength is a permission to recruit, not force structure fielded, and because the only departmental instrument acting on Army force structure inside the window subtracts from it. A boundary call, not yet settled.
  • FY2025 end strength (442,300) is from P.L. 118-159 sec. 401, enacted 2024-12-23, outside the window we track; cited in the note only.
