The authority is in use but nothing shows it being used more. VA's FY2027 congressional submission records only that the Corporate Senior Executive Management Office is "the human resources servicing office for all senior leaders across VA … includ[ing] career, non-career, and limited-term senior executive service (SES) employees", servicing more than 700 people department-wide, and publishes no count of limited-term appointments and no plan to raise it. CSEMO's reported senior-executive work in the window ran to the opposite end of the problem: implementing the executive orders on labor relations, merit hiring, probationary employees and workforce optimization, and reconstituting performance review boards for over 350 executives. The two Federal Register notices of Performance Review Board membership (2025-10-24, 2025-11-24) are routine. A Federal Register phrase search for "limited term appointment" across VA documents since 2025-01-20 returns zero.
