Invest in cruise missile defense of the homeland
Printed page 127 4. Department of Defense
“Invest in cruise missile defense of the homeland.”
What has happened
- Partially done
The FY2026 NDAA sec. 219 requires the Director of Operational Test and Evaluation to report on the command and control and data integration architecture for layered integrated missile defense of the homeland, and sec. 1652 requires annual reporting on the Golden Dome architecture. No provision names cruise missile defense of the homeland as a program, and no allowlisted source records a homeland cruise missile defense being fielded.
- Partially done
Section 20003 of the reconciliation act (P.L. 119-21) funded the sensing and interception layers a cruise missile defense of the homeland needs: $2,000,000,000 for air moving target indicator military satellites - the space-based sensor for tracking air-breathing threats - $1,975,000,000 for improved ground-based missile defense radars and $2,550,000,000 for the development, procurement and integration of military missile defense capabilities. Section 20005(31) adds $250,000,000 for Air Force low-cost counter-air capabilities.
- Attempted
Executive Order 14186 replaced a homeland missile defense policy aimed only at rogue-nation ballistic threats with one under which the United States "will deter - and defend its citizens and critical infrastructure against - any foreign aerial attack on the Homeland". "Any foreign aerial attack" covers cruise missiles, which the previous policy did not. A directive without a program behind it yet.

Research notes
“Cruise missile defense” as a phrase returns zero hits in the enacted text of all three defense instruments in the window; the capability is funded under air moving target indication, ground-based radars and layered homeland defense. The zero count for the phrase is not an absence of action.
- Requires-Congress ask; partial, because investment was enacted and the capability has not been delivered.
