EPA announced the reorganization the order was meant to trigger — new offices in OAR and OW, ORD's science moved into program offices, OEJECR eliminated — followed by phase two (2025-07-17) and the ORD reduction in force (2025-07-18). The review and reorganization happened; the instrument was an agency announcement under a government-wide order, not the EPA order the Mandate specified.

No EPA-specific Day One order was issued. Executive Order 14210 (government-wide) required every agency to prepare reductions in force and, within 30 days, report which components could be eliminated or consolidated — the reconsideration-of-structure directive the Mandate wanted, three weeks late and not EPA-specific.
