SO 3445 (2025-11-14) announced Interior's intent to terminate the 2024–2029 program and replace it with a more expansive 11th National Program "as soon as possible", and BOEM published the Draft Proposed Program ten days later. Calls for information for the Southern and Central California planning areas followed on 2026-01-27 and a programmatic environmental impact statement for California sales was begun on 2026-02-27. Under OCSLA §18 a program becomes effective only after a Proposed Program, a Proposed Final Program and a Secretarial approval; none of those had been published as of 2026-08-27, so the new five-year plan is announced and drafted, not issued.
