    No executive order has added the Secretary of Housing and Urban Development to CFIUS. Membership is fixed by 50 U.S.C. 4565(k) and by Executive Order 11858 as amended, and no presidential document since 2025-01-20 amends either: a Federal Register full-text search for "Executive Order 11858" returns nothing at all, and the four presidential documents that mention CFIUS are all orders about single transactions (U.S. Steel/Nippon Steel, Jupiter Systems, EMCORE, TikTok). The administration has used CFIUS on the subject matter the Quote gives as its reason — the America First Investment Policy memorandum of 2025-02-21 says it will "protect United States farmland and real estate near sensitive facilities" through CFIUS — but it did so without giving HUD a seat.
