Executive Order 14185, section 6, is the one flat prohibition found: the Department of Defense, the Armed Forces and their schools are "prohibited from promoting, advancing, or otherwise inculcating" "divisive concepts" and "race or sex stereotyping" as those terms are defined in Executive Order 13950 — the 2020 order that banned federally funded critical race theory training — and section 6(b) bars hiring employees, contractors or consultants to teach them. It covers the military, not the whole federal government or its grantees and contractors, and no statute has been enacted.

Executive Order 14151 ordered OPM, with the Attorney General, to "review and revise, as appropriate, all existing Federal employment practices, union contracts, and training policies or programs" so that they never consider DEI or DEIA factors, and gave every agency sixty days to terminate all DEI and DEIA offices, programs and performance requirements and to report every Federal contractor that had provided DEI training or training materials. It is a government-wide directive against the training the Mandate names, issued under a different label; nothing had been canceled on the day it was signed.

A Federal Register full-text search for “race or sex stereotyping” since 2025-01-20 returns exactly one document — Executive Order 14185 — and a search for “critical race theory” returns two, neither of which is a training ban (Executive Order 14319 on AI procurement, signed 2025-07-23, and Executive Order 14332 on grantmaking oversight, 2025-08-07).
