Issue an executive order reshaping the U.S. Global Change Research Program
Printed page 59 2. Executive Office of the President
“The President should also issue an executive order to reshape the U.S. Global Change Research Program (USGCRP) and related climate change research programs.”

No executive order reshaping the U.S. Global Change Research Program has been issued. All 277 executive orders signed in the window were listed and none concerns the USGCRP or the climate research programs around it. OSTP has acted on the program by other means — in August 2026 it proposed an amendment narrowing the federal use of the Fifth National Climate Assessment, which is tracked as #82 — but that is a notice for comment under the Global Change Research Act, not the executive order the Quote asks for.

Research notes
Negative search. In the federal records we keep and search: every executive order among the presidential documents in the Federal Register, all 277 titles read; a search for “global change” across all of those records returns one record, the August 2026 OSTP notice. EO 14154 (Unleashing American Energy) and EO 14303 (Restoring Gold Standard Science) were read in full and neither reaches the USGCRP.
