The Attorney General issued the guidance. Department attorneys are told that the interests they serve are set by the President, that their responsibilities include vigorously defending presidential policies and actions against legal challenge, and that their discretion "does not include latitude to substitute personal political views or judgments for those that prevailed in the election". It applies to every department attorney and took effect on issue.
